Tijdens een actiekamp van Occupy Ede in 2012 werd een jongeman aangehouden door de politie omdat hij boetes had openstaan. In de cel kreeg hij bezoek van een RID’er die hem vergeefs gepolst heeft om informant te worden.

Authors Rob Evans and Paul Lewis present an enthralling and disturbing account of police infiltrations in the UK by chronicling nine people who worked as undercover agents in the activist scene from 1983 through 2010. These police spies took on false identities in order to live among activists for years at a time. They did not only keep tabs on activists, they were active participants in groups and often incited others to take radical – and at times illegal – action. Additional police spies have been unmasked since the book was published, yet the practice of surveillance of activist groups continues.

In de internationale analyse gaat het vooral over de directe link tussen internationale gebeurtenissen en het mogelijke gevaar in Nederland. Nu blijft dat natuurlijk koffiedik kijken. Hypothetisch kan iedereen die gaat deelnemen aan de gewapende strijd in bijvoorbeeld Syrië een tegenstander worden en bij terugkeer, hier willen toeslaan. Die gedachtegang vloeit voort uit de realiteit van de oorlog tegen de terreur, waar Nederland aan deelneemt. Wij zijn in oorlog met een fictieve tegenstander, terreur. Iedereen kan daartoe worden gerekend en hoewel definities van terrorisme gepresenteerd worden als objectieve gegevens, is terreur altijd politiek en de oorlog tegen de terreur ook.

As we have seen, the concepts of “terrorism”, “extremism” and “ideological crime” are the means by which protest becomes signified as a threat. These concepts promote a discourse where the act of protest is seen as a danger to the current political order and therefore a threat to the so-called “national security”. Any protest in this security-thinking is perceived as suspect, not for any actual “disturbing” acts, but for its perceived potential to do so. This goes further than just physical acts of dissent. The very mental act of imagining different political realities than those espoused by contemporary neoliberal representative “democratic” Netherlands, have become foregrounded as potential “threats” as well. Participants of protest actions find themselves increasingly watched by various governmental agencies, analyzing protest from the perspective of “risk”, “security” and the worldwide fight against “terrorism”. These developments have not come suddenly, but have been following the more global shifts in the public perception and anxiety over “security” since the events of 9/11, the Madrid, London and Dubai bombings, and more locally, the political murders of politician Fortuyn and columnist Van Gogh in the Netherlands.
The common dualistic approach to social movements tends to see power and resistance as separate and independent antagonists.
The contributors to this book aim to transcend that approach, arguing that to adequately analyze ongoing struggles, it is also critically important to trace the constitutive interconnectedness between social movements and power. This is the aim of the title “Prevent and Tame”: emergent strategies to prevent and tame protest—whether they are undertaken by the state or by factions within the movements themselves—have given rise to new kinds of social relations and regulations that call for a new approach to research on social movements and protest.
