  • FBI told to leave Iceland – Took a boy with them

    Mr. Kristinn Hrafnsson, Wikileaks spokesperson, said last week that representatives from the FBI came to Iceland in August 2011. The Icelandic Minister of the Interior confirmed this the same day and said that when he became aware of the FBI in Iceland he cancelled all cooperation with the FBI and told the representatives to leave.

    Mr. Hrafnsson said that the FBI came to Iceland to investigate Wikileaks. In an announcement from the Icelandic police it was stated that the FBI agents were here because of an imminent attack on the Ministry Offices in Iceland. The FBI agents interrogated one person regarding Wikileaks and the computer attacks. That person was interrogated at the US embassy in Iceland and then taken to Washington where he was interrogated for four more days. It was also mentioned in the announcement from the police that the person who was interrogated came willingly forward to the embassy.

    The FBI agents interrogated the man, who is twenty years old, for five days after the Ministry of the Interior declined to cooperate with the FBI.

    The interrogations took place in hotels around Reykjavik but never at the US embassy.

    On August 30th the FBI agents told the Chief of police in Iceland that the Ministry of the Interior had said that they did not want the boy interrogated any further in Iceland and that their stay here was unwanted. The agents then left the country.

    They however took the boy with them to Washington where he was interrogated for four more days. It is said that the boy went willingly. After the interrogations the boy was flown back to Iceland.

    Mr. Ossur Skarphedinsson, the Minister of Foreign Affairs, said to a local newspaper today that the FBI’s stay in Iceland was illegal. He said that the objective of the ministries had been to protect the boy, they thought that the boy did not realize the consequences of his actions. Mr. Skarphedinsson added:

    “Therefore, we at the Ministry of Foreign Affairs thought that these conversations should be prevented, to protect this Icelandic citizen, because the conversations took place at very unusual places and without authorization. We did not receive any request regarding authorization to interrogate this man.”

    An announcement from Mr. Ogmundur Jonasson, the Minister of the Interior, is expected soon.

    Did an undercover cop help organise a major riot?

    The wrongly convicted activist John Jordan claims the Met helped plan serious civil disorder. An independent public inquiry is now vital

    From the Stephen Lawrence inquiry we learned that the police were institutionally racist. Can it be long before we learn that they are also institutionally corrupt? Almost every month the undercover policing scandal becomes wider and deeper. Today I can reveal a new twist, which in some respects could be the gravest episode yet. It surely makes the case for an independent public inquiry – which is already overwhelming – unarguable.

    Before I explain it, here’s a summary of what we know already. Thanks to the remarkable investigations pursued first by the victims of police spies and then by the Guardian journalists Rob Evans and Paul Lewis (whose book Undercover is as gripping as any thriller), we know that British police have been inserting undercover officers into protest movements since 1968. Their purpose was to counter what they called subversion or domestic extremism, which they define as seeking to “prevent something from happening or to change legislation or domestic policy … outside the normal democratic process”. Which is a good description of how almost all progressive change happens.

    Most of the groups whose infiltration has now been exposed were non-violent. Among them were the British campaign against apartheid in South Africa, the protest movements against climate change, people seeking to expose police corruption and the campaign for justice for the murdered black teenager Stephen Lawrence. Undercover officers, often using the stolen identities of dead children, worked their way into key positions and helped to organise demonstrations. Several started long-term relationships with the people they spied on. At least two fathered children with them.

    Some officers illegally used their false identities in court. Some acted as agents provocateurs. Seldom did they appear to be operating in the wider interests of society. They collected intelligence on trade unionists that was passed to an agency which compiled unlawful blacklists for construction companies, ensuring that those people could not find work. The policeman who infiltrated the Stephen Lawrence campaign was instructed by his superiors to “hunt for disinformation” about the family and their supporters that could be used to undermine them. When their tour of duty was over, the police abandoned their partners and their assumed identities and disappeared, leaving a trail of broken lives. As the unofficial motto of the original undercover squad stated, it would operate By Any Means Necessary.

    The revelations so far have led to 56 people having their cases or convictions overturned, after police and prosecutors failed to disclose that officers had helped to plan and execute the protests for which people were being prosecuted. But we know the names of only 11 spies, out of 100-150, working for 46 years. Thousands of people might have been falsely prosecuted.

    So far there have been 15 official inquiries and investigations. They seem to have served only to delay and distract. The report by Sir Christopher Rose into the false convictions of a group of climate change protesters concluded that failures by police and prosecutors to disclose essential information to the defence “were individual, not systemic” and that “nothing that I have seen or heard suggests that … there was any deliberate, still less dishonest, withholding of information”. Now, after an almost identical case involving another group of climate activists, during which the judge remarked that there had been “a complete and total failure” to disclose evidence, Rose’s findings look incredible.

    The biggest inquiry still running, Operation Herne, is investigating alleged misconduct by the Metropolitan police. Of its 44 staff, 75% work for, er, the Metropolitan police. Its only decisive action so far has been to seek evidence for a prosecution under the Official Secrets Act of Peter Francis, the police whistleblower who has revealed key elements of this story. This looks like an attempt to discourage him from testifying, and to prevent other officers from coming forward.

    Bad enough? You haven’t heard the half of it. Last week, the activist John Jordan was told his conviction (for occupying the offices of London Transport) would be overturned. The Crown Prosecution Service refuses to reveal why, but it doubtless has something to do with the fact that one of Jordan’s co-defendants turns out to have been Jim Boyling, a secret policeman working for the Met, who allegedly used his false identity in court.

    Jordan has now made a further claim. He alleges that the same man helped organise a street party that went wrong and turned into the worst riot in London since the poll tax demonstrations. The J18 Carnival Against Global Capitalism on 18 June 1999 went well beyond non-violent protest. According to the police, 42 people were injured and over £1m of damage was done. One building was singled out: the London International Financial Futures Exchange (Liffe), where derivatives were traded. Though protesters entered the building at 1.40pm, the police did not arrive until 4.15pm.

    After furious recriminations from the Lord Mayor and the people who ran the Liffe building, the City of London police conducted an inquiry. It admitted that their criticisms were justified, and that the police’s performance was “highly unsatisfactory”. The problem, it claimed, was that the police had no information about what the targets and plans of the protesters would be, and had no idea that Liffe was in the frame. The riot was “unforeseen”.

    Jordan was a member of “the logistics group that organised the tactics for J18. There were about 10 of us in the group and we met weekly for over six months.” Among the other members, he says, was Boyling. “The 10 of us … were the only people who knew the whole plan before the day itself and who had decided that the main target would be Liffe.” Boyling, he alleges, drove one of the two cars that were used to block the road to the building.

    It is hard to think of a more serious allegation. For six months an undercover officer working for the Metropolitan police was instrumental in planning a major demonstration, which ended up causing injuries and serious damage to property. Yet the police appear to have failed to pass this intelligence to the City of London force, leaving the target of the protest unprotected.

    Still no need for an independent public inquiry? Really?

    On June 18th 1999 a car skidded across a road in the financial heart of London. As traffic was blocked thousands of anti capitalist protesters including Reclaim the Streets barged their way into various corporate buildings.

    A man who was in that car was Detective Constable Andrew James ‘Jim’ Boyling – an undercover cop. In Monbiot’s Guardian article ‘He alleges that the same man helped organise a street party that went wrong and turned into the worst riot in London since the poll tax demonstrations.’

    Was it really unseen? The Met Police had a cop working undercover on organising the carnival and which buildings would be occupied.

    Jordan was a member of “the logistics group that organised the tactics for J18.     Environmental Groups “Shocked” by Reports of NSA Spying of U.N. Climate Talks

    In one of the latest revelations based on the leaks of Edward Snowden, the National Security Agency spied on foreign governments before and during the 2009 U.N. climate summit in Copenhagen. An internal NSA document says its analysts and foreign partners briefed U.S. negotiators on other countries’ “preparations and goals,” saying, “signals intelligence will undoubtedly play a significant role in keeping our negotiators as well informed as possible throughout the two-week event.” We speak to Erich Pica, president of Friends of the Earth.

    AMY GOODMAN: This is Democracy Now!, democracynow.org, The War and Peace Report. I’m Amy Goodman. We’re still joined by Erich Pica of Friends of the Earth USA. Erich, I wanted to ask you about the recent reports that the National Security Agency spied on foreign governments before and during the 2009 U.N. climate summit in Copenhagen. An internal NSA document says its analysts and foreign partners briefed U.S. negotiators on other countries’ preparations and goals, saying, quote, “signals intelligence will undoubtedly play a significant role in keeping our negotiators as well informed as possible throughout the two-week event.” Your response?

    ERICH PICA: Shocking, but not surprised, as we hear more and more about what the National Security Agency has been doing. You know, the 2009 climate talks in Copenhagen was supposed to be this convening of the world leaders to take us into the future of climate negotiations and carbon pollution reductions. And, you know, the United States, throughout those negotiations, had a smug reality to their negotiating stance and was—can be blamed for the collapse of those talks. And kind of hearing through the Snowden documents that NSA was spying on the countries and the negotiators kind of explains many things about why those talks collapsed, because it seems that the United States wasn’t really interested in negotiating just like other countries should be. They were just interested in listening to what was going on.

    AMY GOODMAN: Explain the significance of those talks. I remember very well in Copenhagen when Friends of the Earth was kicked out.

    ERICH PICA: Yeah, no, we were—we were kicked out for protesting within the U.N. confines. And so, those talks, you know, those 2009 talks, were really about how does the world come together to solve this great issue, which is how to reduce our carbon pollution and save the planet and our society from global warming. And, you know, a lot of countries from around the world, and heads of state, more importantly, came to Copenhagen to try to hammer out an agreement that would have taken us into the future over the next 20 years. And unfortunately, the United States led the—you know, several countries, including Canada, who we were just talking about, in basically destroying the goodwill that these talks had created, to the point where we’ve been now in these negotiations over the last four years, which have really gone nowhere.

    AMY GOODMAN: What do you expect from the coming talks? We’ve just come out of Warsaw. Then they’re moving on to Lima, and the binding discussion is supposed to take place in Paris, France, in 2015.

    ERICH PICA: Yeah, in Paris. Yeah, well, it’s not a good sign when you’re trying to build trust with other negotiators, other countries, and it comes out that, you know, the United States was spying on those negotiations. There’s already been a level of mistrust and distrust between the United States and countries around the world, particularly those developing countries. And so, you know, where we’re going in Paris, who knows? The United States has not been forthcoming with their negotiating stances. They have not been—we have not been aggressive in reducing our climate change emissions and putting out an offer that the rest of the world can accept. And we haven’t been terribly generous with funding to help these less-developed, these poorer countries in adjusting to both adapting and mitigating the climate impacts that are already happening to them.

    ERICH PICA: And so the United States has very little trust in these talks.

    The National Security Agency was spying on foreign governments’ communications before and during the 2009 United Nations conference on climate change in Copenhagen, Denmark, a new document released by whistle-blower Edward Snowden reveals.

    The Huffington Post, partnering with Danish newspaper Information, has the exclusive:

    The document, with portions marked “top secret,” indicates that the NSA was monitoring the communications of other countries ahead of the conference, and intended to continue doing so throughout the meeting. Posted on an internal NSA website on Dec. 7, 2009, the first day of the Copenhagen summit, it states that “analysts here at NSA, as well as our Second Party partners [the United Kingdom, Canada, Australia, and New Zealand, with which the U.S. has an intelligence-sharing relationship] will continue to provide policymakers with unique, timely, and valuable insights into key countries’ preparations and goals for the conference, as well as the deliberations within countries on climate change policies and negotiation strategies.”

    “[L]eaders and negotiating teams from around the world will undoubtedly be engaging in intense last-minute policy formulating; at the same time, they will be holding sidebar discussions with their counterparts — details of which are of great interest to our policymakers,” the document reads. The NSA’s plan, Information adds, was to get the scoop on those private discussions in order to brief U.S. officials and give them an advantage in negotiations of CO2 reductions, which had the potential to harm U.S. (and other nations’) economic interests:

    The general theme of the document is a set of risk assessments on various effects of climate change that the entire intelligence community was working on. However, the document suggests that the NSA’s actual focus in relation to climate change was spying on other countries to collect intelligence that would support American interests, rather than preventing future climate catastrophes. It describes the U.S. as being under pressure because of its role as the historically largest carbon emitter. A pressure to which the NSA spies were already responding:

    “SIGINT (Signals Intelligence, ed.) has already alerted policymakers to anticipate specific foreign pressure on the United States and has provided insights into planned actions on this issue by key nations and leaders.”

    A National Security Council spokeswoman declined to comment directly on the document, but said in an email that “the U.S. Government has made clear that the United States gathers foreign intelligence of the type gathered by all nations.”

    The ultimate outcome of the Copenhagen talks is mostly seen as a disappointment: an agreement to keep warming below 2 degrees C, but one that was non-binding and that allowed each nation to develop its own plans for doing so. While a number of factors undoubtedly contributed to this, these new revelations signal a bad turn for future efforts to reach an international accord on fighting climate change. As HuffPo puts it, in a bit of an understatement, “The revelation that the NSA was surveilling the communications of leaders during the Copenhagen talks is unlikely to help build the trust of negotiators from other nations in the future.”

    Snowden Docs: U.S. Spied On Negotiators At 2009 Climate Summit

     

    WASHINGTON — The National Security Agency monitored the communications of other governments ahead of and during the 2009 United Nations climate negotiations in Copenhagen, Denmark, according to the latest document from whistleblower Edward Snowden.

    The document, with portions marked “top secret,” indicates that the NSA was monitoring the communications of other countries ahead of the conference, and intended to continue doing so throughout the meeting. Posted on an internal NSA website on Dec. 7, 2009, the first day of the Copenhagen summit, it states that “analysts here at NSA, as well as our Second Party partners, will continue to provide policymakers with unique, timely, and valuable insights into key countries’ preparations and goals for the conference, as well as the deliberations within countries on climate change policies and negotiation strategies.”

    “Second Party partners” refers to the intelligence agencies of the United Kingdom, Canada, Australia, and New Zealand, with which the U.S. has an intelligence-sharing relationship. “While the outcome of the Copenhagen Climate Change Conference remains uncertain, signals intelligence will undoubtedly play a significant role in keeping our negotiators as well informed as possible throughout the 2-week event,” the document says.

    The Huffington Post published the documents Wednesday night in coordination with the Danish daily newspaper Information, which worked with American journalist Laura Poitras.

    The December 2009 meeting in Copenhagen was the 15th Conference of the Parties to the United Nations Framework Convention on Climate Change, which brings together 195 countries to negotiate measures to address rising greenhouse gas emissions and their impact. The Copenhagen summit was the first big climate meeting after the election of President Barack Obama, and was widely expected to yield a significant breakthrough. Other major developed nations were already part of the 1997 Kyoto Protocol, which set emissions limits, while the United States — the world’s biggest emitter of greenhouse gases when the protocol went into effect in 2004 — had famously declined to join. The two-week meeting was supposed to produce a successor agreement that would include the U.S., as well as China, India and other countries with rapidly increasing emissions.

    The document indicates that the NSA planned to gather information as the leaders and negotiating teams of other countries held private discussions throughout the Copenhagen meeting. “[L]eaders and negotiating teams from around the world will undoubtedly be engaging in intense last-minute policy formulating; at the same time, they will be holding sidebar discussions with their counterparts — details of which are of great interest to our policymakers,” the document states. The information likely would be used to brief U.S. officials, such as Secretary of State Hillary Clinton and Obama, among others, according to the document.

    The document does not detail how the agency planned to continue gathering information during the summit, other than noting that it would be capturing signals intelligence such as calls and emails. Previous disclosures have indicated that the NSA has the ability to monitor the mobile phones of heads of state. Other documents that Snowden has released indicate that the U.K.’s intelligence service tapped into delegates’ email and telephone communications at the 2009 G-20 meetings in London. Other previous Snowden disclosures documented the surveillance of the G-8 and G-20 summits in Canada in 2010, and the U.N. climate change conference in Bali in 2007.

    The document also refers to some intelligence gathered ahead of the meeting, including a report that “detailed China’s efforts to coordinate its position with India and ensure that the two leaders of the developing world are working towards the same outcome.” It refers to another report that “provided advance details of the Danish proposal and their efforts to launch a ‘rescue plan’ to save COP-15.”

    The Danish proposal was a draft agreement that the country’s negotiators had drawn up in the months ahead of the summit in consultation with a small number key of countries. The text was leaked to The Guardian early in the conference, causing some disarray as countries that were not consulted balked that it promoted the interests of developed nations and undermined principles laid out in previous climate negotiations. As Information reports, Danish officials wanted to keep U.S. negotiators from seeing the text in the weeks ahead of the conference, worried that it may dim their ambitions in the negotiations for proposed cuts to greenhouse gas emissions.

    The Danes did share the text with the U.S. and other key nations ahead of the meeting. But the NSA document noting this as “advance details” indicates that the U.S. may have already intercepted it. The paragraph referring to the Danish text is marked “SI” in the Snowden document — which most likely means “signals intelligence,” indicating that it came from electronic information intercepted by the NSA, rather than being provided to the U.S. negotiators.

    That could be why U.S. negotiators took the positions they did going into the conference, a Danish official told Information. “They simply sat back, just as we had feared they would if they knew about our document,” the official said. “They made no constructive statements. Obviously, if they had known about our plans since the fall of 2009, it was in their interest to simply wait for our draft proposal to be brought to the table at the summit.”

    Members of the Danish delegation indicated in interviews with Information that they thought the American and Chinese negotiators seemed “peculiarly well-informed” about discussions that had taken place behind closed doors. “Particularly the Americans,” said one official. “I was often completely taken aback by what they knew.”

    Despite high hopes for an agreement at Copenhagen, the negotiations started slowly and there were few signs of progress. Obama and heads of state from more than 100 nations arrived late in the second week in hopes of achieving a breakthrough, but the final day wore on without an outcome. There were few promising signals until late Friday night, when Obama made a surprise announcement that he — along with leaders from China, India, Brazil and South Africa — had come up with the “Copenhagen Accord.”

    The three-page document set a goal of keeping the average rise in global temperature to less than 2 degrees Celsius, but allowed countries to write their own plans for cutting emissions — leaving out any legally binding targets or even a path to a formal treaty. Obama called the accord “an unprecedented breakthrough” in a press conference, then took off for home on Air Force One. But other countries balked, pointing out that the accord was merely a political agreement, drafted outside the U.N. process and of uncertain influence for future negotiations.

    The climate summits since then have advanced at a glacial pace; a legally binding treaty isn’t currently expected until 2015. And the U.S. Congress, despite assurances made in Copenhagen, never passed new laws cutting planet-warming emissions. (The Environmental Protection Agency is, however, moving forward with regulations on emissions from power plants, but a new law to addressing the issue had been widely considered as preferable.)

    The revelation that the NSA was surveilling the communications of leaders during the Copenhagen talks is unlikely to help build the trust of negotiators from other nations in the future.

    “It can’t help in the sense that if people think you’re trying to get an unfair advantage or manipulate the process, they’re not going to have much trust in you,” said Alden Meyer, director of strategy and policy for the Union of Concerned Scientists and a seasoned veteran of the U.N. climate negotiations. Meyer said he worried that the disclosure might cause the parties to “start becoming more cautious, more secretive, and less forthcoming” in the negotiations. “That’s not a good dynamic in a process where you’re trying to encourage collaboration, compromise, and working together, as opposed to trying to get a comparative advantage,” he said.

    Obama has defended the NSA’s work as important in fighting terrorism at home and abroad. But the latest Snowden document indicates that the agency plays a broader role in protecting U.S. interests internationally.

    National Security Council spokeswoman Caitlin Hayden declined to comment directly on the Snowden document in an email to The Huffington Post, but did say that “the U.S. Government has made clear that the United States gathers foreign intelligence of the type gathered by all nations.” She noted that Obama’s Jan. 17 speech on the NSA “laid out a series of concrete and substantial reforms the Administration will adopt or seek to codify with Congress” regarding surveillance.

    “In particular, he issued a new Presidential Directive that lays out new principles that govern how we conduct signals intelligence collection, and strengthen how we provide executive branch oversight of our signals intelligence activities,” Hayden said. “It will ensure that we take into account our security requirements, but also our alliances; our trade and investment relationships, including the concerns of our companies; and our commitment to privacy and basic liberties. And we will review decisions about intelligence priorities and sensitive targets on an annual basis, so that our actions are regularly scrutinized by the President’s senior national security team.”

    Covert action in Colombia; U.S. intelligence, GPS bomb kits help Latin American nation cripple rebel forces

    The 50-year-old Revolutionary Armed Forces of Colombia (FARC), once considered the best-funded insurgency in the world, is at its smallest and most vulnerable state in decades, due in part to a CIA covert action program that has helped Colombian forces kill at least two dozen rebel leaders, according to interviews with more than 30 former and current U.S. and Colombian officials.

    The secret assistance, which also includes substantial eavesdropping help from the National Security Agency, is funded through a multibillion-dollar black budget. It is not a part of the public $9 billion package of mostly U.S. military aid called Plan Colombia, which began in 2000.

    The previously undisclosed CIA program was authorized by President George W. Bush in the early 2000s and has continued under President Obama, according to U.S. military, intelligence and diplomatic officials. Most of those interviewed spoke on the condition of anonymity because the program is classified and ongoing.

    The covert program in Colombia provides two essential services to the nation’s battle against the FARC and a smaller insurgent group, the National Liberation Army (ELN): Real-time intelligence that allows Colombian forces to hunt down individual FARC leaders and, beginning in 2006, one particularly effective tool with which to kill them.

    That weapon is a $30,000 GPS guidance kit that transforms a less-than-accurate 500-pound gravity bomb into a highly accurate smart bomb. Smart bombs, also called precision-guided munitions or PGMs, are capable of killing an individual in triple-canopy jungle if his exact location can be determined and geo-coordinates are programmed into the bomb’s small computer brain.

    In March 2008, according to nine U.S. and Colombian officials, the Colombian Air Force, with tacit U.S. approval, launched U.S.-made smart bombs across the border into Ecuador to kill a senior FARC leader, Raul Reyes. The indirect U.S. role in that attack has not been previously disclosed.

    The covert action program in Colombia is one of a handful of enhanced intelligence initiatives that has escaped public notice since the Sept. 11, 2001, attacks. Most of these other programs, small but growing, are located in countries where violent drug cartels have caused instability.

    The roster is headed by Mexico, where U.S. intelligence assistance is larger than anywhere outside Afghanistan, as The Washington Post reported in April. It also includes Central America and West Africa, where trafficking routes have moved in response to U.S. pressure against cartels elsewhere.

    Asked to comment on U.S. intelligence assistance, President Juan Manuel Santos told The Post during a recent trip to Washington that he did not wish to speak about it in detail, given the sensitivities involved. “It’s been of help,” he said. “Part of the expertise and the efficiency of our operations and our special operations have been the product of better training and knowledge we have acquired from many countries, among them the United States.”

    A spokesman for the CIA declined to comment.

    Colombia and the FARC have been in peace negotiations in Havana for a year. They have agreed so far on frameworks for land reform, rural development and for allowing insurgents to participate in the political process once the war ends. The two sides are currently discussing a new approach to fighting drug trafficking.

    On the verge of collapse

    Today, a comparison between Colombia, with its vibrant economy and swanky Bogota social scene, and Afghanistan might seem absurd. But a little more than a decade ago, Colombia had the highest murder rate in the world. Random bombings and strong-arm military tactics pervaded daily life. Some 3,000 people were kidnapped in one year. Professors, human rights activists and journalists suspected of being FARC sympathizers routinely turned up dead.

    The combustible mix of the FARC, cartels, paramilitaries and corrupt security forces created a cauldron of violence unprecedented in modern-day Latin America. Nearly a quarter-million people have died during the long war, and many thousands have disappeared.

    The FARC was founded in 1964 as a Marxist peasant movement seeking land and justice for the poor. By 1998, Colombia’s president at the time, Andres Pastrana, gave the FARC a Switzerland-sized demilitarized zone to encourage peace negotiations, but its violent attacks only grew, as did its links with the narcotics trade.

    By 2000, the emboldened insurgency of 18,000 took aim at Colombia’s political leaders. It assassinated local elected officials. It kidnapped a presidential candidate and attempted to kill a presidential front-runner, hard-liner Alvaro Uribe, whose father the FARC had killed in 1983.

    Fearing Colombia would become a failed state with an even greater role in drug trafficking into the United States, the Bush administration and Congress ramped up assistance to the Colombian military through Plan Colombia.

    By 2003, U.S. involvement in Colombia encompassed 40 U.S. agencies and 4,500 people, including contractors, all working out of the U.S. Embassy in Bogota, then the largest U.S. embassy in the world. It stayed that way until mid-2004, when it was surpassed by Afghanistan.

    “There is no country, including Afghanistan, where we had more going on,” said William Wood, who was U.S. ambassador to Colombia from 2003 to 2007 before holding the same post in war-torn Afghanistan for two years after that.

    When Bush became president, two presidential findings were already on the books authorizing covert action worldwide. One allowed CIA operations against international terrorist organizations. The other, signed in the mid-1980s by President Ronald Reagan, authorized action against international narcotics traffickers.

    A presidential finding is required for the CIA to do things other than collect and analyze overseas intelligence. Giving spy equipment to a partner, supporting foreign political parties, planting propaganda, and participating in lethal training or operations all require a finding and a notification to congressional intelligence committees.

    The counternarcotics finding had permitted the CIA and a technical unit of the clandestine Joint Special Operations Command (JSOC) to provide support to the years-long hunt for Colombian drug lord Pablo Escobar, killed by Colombian forces 20 years ago this month. It also made possible CIA-supported operations against traffickers and terrorists in Bolivia and Peru years ago.

    Under the Colombian program, the CIA is not allowed to participate directly in operations. The same restrictions apply to military involvement in Plan Colombia. Such activity has been constrained by members of Congress who had lived through the scandal of America’s secret role in Central America’s wars in the 1980s. Congress refused to allow U.S. military involvement in Colombia to escalate as it had in Nicaragua, El Salvador, Honduras and Panama.

    The FARC miscalculates

    The new covert push against the FARC unofficially began on Feb. 13, 2003. That day a single-engine Cessna 208 crashed in rebel-held jungle. Nearby guerrillas executed the Colombian officer on board and one of four American contractors who were working on coca eradication. The three others were taken hostage.

    The United States had already declared the FARC a terrorist organization for its indiscriminate killings and drug trafficking. Although the CIA had its hands full with Iraq and Afghanistan, Bush “leaned on [CIA director George] Tenet” to help find the three hostages, according to one former senior intelligence official involved in the discussions.

    The FARC’s terrorist designation made it easier to fund a black budget. “We got money from a lot of different pots,” said one senior diplomat.

    One of the CIA officers Tenet dispatched to Bogota was an operator in his forties whose name The Washington Post is withholding because he remains undercover. He created the U.S. Embassy Intelligence Fusion Cell, dubbed “the Bunker.”

    It was a cramped, 30-by-30-foot room with a low ceiling and three rows of computers. Eight people sat at each row of consoles. Some scoured satellite maps of the jungle; others searched for underground FARC hiding places. Some monitored imagery or the movement of vehicles tagged with tracking devices. Voice intercepts from radio and cellphone communications were decrypted and translated by the National Security Agency.

    Bunker analysts fused tips from informants and technically obtained information. Analysts sought to link individuals to the insurgency’s flow of drugs, weapons and money. For the most part, they left the violent paramilitary groups alone.

    The Bunker’s technical experts and contractors built the Colombians their own nationwide intelligence computer system. They also later helped create regional fusion centers to push tactical intelligence to local commanders. The agency also paid for encrypted communications gear.

    “We were very interested in getting the FARC, and it wasn’t so much a question of capability, as it was intelligence,” said Wood, “specifically the ability to locate them in the time frame of an operation.”

    Outside the Bunker, CIA case officers and contractors taught the art of recruiting informants to Colombian units that had been vetted and polygraphed. They gave money to people with information about the hostages.

    Meanwhile, the other secret U.S. agency that had been at the forefront of locating and killing al-Qaeda arrived on the scene. Elite commandos from JSOC began periodic annual training sessions and small-unit reconnaissance missions to try to find the hostages.

    Despite all the effort, the hostages’ location proved elusive. Looking for something else to do with the new intelligence equipment and personnel, the Bunker manager and his military deputy from the U.S. Special Operations Command gave their people a second mission: Target the FARC leadership. This was exactly what the CIA and JSOC had been doing against al-Qaeda on the other side of the world. The methodology was familiar.

    “There was cross-pollination both ways,” said one senior official with access to the Bunker at the time. “We didn’t need to invent a new wheel.”

    A request from Colombia’s president

    Locating FARC leaders proved easier than capturing or killing them. Some 60 times, Colombian forces had obtained or been given reliable information but failed to capture or kill anyone senior, according to two U.S. officials and a retired Colombian senior officer. The story was always the same. U.S.-provided Black Hawk helicopters would ferry Colombian troops into the jungle about six kilometers away from a camp. The men would creep through the dense foliage, but the camps were always empty by the time they arrived. Later they learned that the FARC had an early-warning system: rings of security miles from the camps.

    By 2006, the dismal record attracted the attention of the U.S. Air Force’s newly arrived mission chief. The colonel was perplexed. Why had the third-largest recipient of U.S. military assistance [behind Egypt and Israel] made so little progress?

    “I’m thinking, ‘What are we killing the FARC with?’ ” the colonel, who spoke on the condition of anonymity, said in an interview.

    The colonel, a cargo plane expert, said he “started Googling bombs and fighters” looking for ideas. Eventually he landed on the Enhanced Paveway II, a relatively inexpensive guidance kit that could be strapped on a 500-pound, Mark-82 gravity bomb.

    The colonel said he told then-defense minister Santos about his idea and wrote a one-page paper on it for him to deliver to Uribe. Santos took the idea to U.S. Defense Secretary Donald Rumsfeld. In June 2006, Uribe visited Bush at the White House. He mentioned the recent killing of al-Qaeda’s chief in Iraq, Abu Musab al-Zarqawi. An F-16 had sent two 500-pound smart bombs into his hideout and killed him. He pressed for the same capability.

    “Clearly this was very important” to Uribe, said retired Air Force Gen. Michael V. Hayden, who had taken over as CIA director just months earlier.

    First, there was the matter of fitting the smart bombs onto a Colombian aircraft. Colombia did not have F-16s. Raytheon, the kit manufacturer, sent engineers to figure out how to mount the equipment on a plane. First they tried mounting it on a Brazilian-made Embraer A-29 Super Tucano, a turboprop aircraft designed for low-flying counterinsurgency missions. But affixing the cable that ran from the bomb’s computer brain to the cockpit meant drilling too close to the fuel cell. Instead, they jerry-rigged it to an older Cessna A-37 Dragonfly, a light attack aircraft first developed by the U.S. Special Operations air force for Vietnam and later used in the Salvadoran civil war.

    Then the engineers and Colombian pilots tested the first of three PGMs in a remote airfield near the Venezuelan border. The target was a 2-by-4 stuck in the ground. The plane launched the bomb from 20,000 feet. “It landed about a foot from it,” the colonel said. The results were so good, he thought, “why waste two more kits?” The smart bombs were ready for use.

    But White House lawyers, along with their colleagues from the CIA and the departments of Justice, Defense and State, had their own questions to work through. It was one thing to use a PGM to defeat an enemy on the battlefield — the U.S. Air Force had been doing that for years. It was another to use it to target an individual FARC leader. Would that constitute an assassination, which is prohibited by U.S. law? And, “could we be accused of engaging in an assassination, even if it is not ourselves doing it?” said one lawyer involved.

    The White House’s Office of Legal Counsel and others finally decided that the same legal analysis they had applied to al-Qaeda could be applied to the FARC. Killing a FARC leader would not be an assassination because the organization posed an ongoing threat to Colombia. Also, none of the FARC commanders could be expected to surrender.

    And, as a drug-trafficking organization, the FARC’s status as a threat to U.S. national security had been settled years earlier with Reagan’s counternarcotics finding. At the time, the crack cocaine epidemic was at its height, and the government decided that organizations that brought drugs to America’s streets were a threat to national security.

    There was another concern. Some senior officials worried that Colombian forces might use the PGMs to kill their perceived political enemies. “The concerns were huge given their human rights problems,” said a former senior military officer.

    To assure themselves that the Colombians would not misuse the bombs, U.S. officials came up with a novel solution. The CIA would maintain control over the encryption key inserted into the bomb, which unscrambled communications with GPS satellites so they can be read by the bomb’s computers. The bomb could not hit its target without the key. The Colombians would have to ask for approval for some targets, and if they misused the bombs, the CIA could deny GPS reception for future use.

    “We wanted a sign-off,” said one senior official involved in the deliberations.

    To cut through the initial red tape, the first 20 smart bomb kits — without the encryption keys — came through the CIA. The bill was less than $1 million. After that, Colombia was allowed to purchase them through the Foreign Military Sales program.

    Raytheon’s Enhanced Paveway II is a laser-guided bomb upgraded with a GPS-guided capability, which works better against targets in the thick jungle.     Anatomy of Lethal Air Operations in Colombia

    First strike: In a typical mission, several Cessna A-37 Dragonflys, a light attack aircraft first developed by the U.S. Special Operations for Vietnam, fly at 20,000 feet carrying smart bombs. They can be launched once the planes get within three miles of the target. The bombs communicate with GPS satellites to know where they are at all times and to hit the target.

    Bombardment: Several Brazilian-made Embraer A-29 Super Tucanos, a turboprop aircraft flown at a much lower altitude, follow the A-37s. They drop conventional gravity bombs in a pattern near the smart bombs to flatten the jungle and kill other insurgents in the FARC camp.

    Gunship strike: Low-flying Vietnam era AC-47 gunships, nicknamed Puff the Magic Dragon, strafe the area with machine guns, shooting the survivors, according to one of several officials who described the scenario.

    Ground units Finally, if the camp is far into the jungle, Colombian army troops are usually ferried in by U.S.-provided Black Hawk troop-carrying helicopters. Troops would collect the remains of the killed FARC leader if possible, round up survivors and gather electronic equipment like cellphones and computers that could yield valuable information about FARC operations.
    A first strike

    Tomas Medina Caracas, also known as Negro Acacio, the FARC’s chief drug trafficker and commander of its 16th Front, was the first man the U.S. Embassy Intelligence Fusion Cell queued up for a PGM strike.

    At about 4:30 a.m. on Sept. 1, 2007, pilots wearing night vision goggles unleashed several Enhanced Paveway II smart bombs into his camp in eastern Colombia as officials in both capitals waited. Troops recovered only a leg. It appeared by its dark complexion to belong to Acacio, one of the few black FARC leaders. DNA tests confirmed his death.

    “There was a great deal of excitement,” recalled William Scoggins, counternarcotics program manager at the U.S. military’s Southern Command. “We didn’t know the impact it would have, but we thought this was a game changer.”

    Six weeks later, smart bombs killed Gustavo Rueda Díaz, alias Martin Caballero, leader of the 37th Front, while he was talking on his cellphone. Acacio’s and Caballero’s deaths caused the 16th and 37th fronts to collapse. They also triggered mass desertions, according to a secret State Department cable dated March 6, 2008, and released by the anti-secrecy group WikiLeaks in 2010. This was just the beginning of the FARC’s disintegration.

    To hide the use of the PGMs from public discovery, and to ensure maximum damage to a FARC’s leaders’ camp, the air force and U.S. advisers developed new strike tactics. In a typical mission, several A-37 Dragonflys flying at 20,000 feet carried smart bombs. As soon as the planes came within a three-mile “basket” of the target, a bomb’s GPS software would automatically turn on.

    The Dragonflys were followed by several A-29 Super Tucanos, flying at a much lower altitude. They would drop a series of dumb bombs in a pattern nearby. Their blast pressure would kill anyone close in and also flatten the dense jungle and obscure the use of the smart bombs.

    Then, low-flying, Vietnam-era AC-47 gunships, nicknamed Puff the Magic Dragon, would strafe the area with mounted machine guns, “shooting the wounded trying to go for cover,” according to one of several military officials who described the same scenario.

    Only then would Colombian ground forces arrive to round up prisoners, collecting the dead, as well as cellphones, computers and hard drives. The CIA also spent three years training Colombian close air support teams on using lasers to clandestinely guide pilots and laser-guided smart bombs to their targets.

    Most every operation relied heavily on NSA signal intercepts, which fed intelligence to troops on the ground or pilots before and during an operation. “Intercepts . . . were a game changer,” said Scoggins, of U.S. Southern Command.

    The round-the-clock nature of the NSA’s work was captured in a secret State Department cable released by WikiLeaks. In the spring of 2009, the target was drug trafficker Daniel Rendon Herrera, known as Don Mario, then Colombia’s most wanted man and responsible for 3,000 assassinations over an 18-month period.

    “For seven days, using signal and human intelligence,” NSA assets “worked day and night” to reposition 250 U.S.-trained and equipped airborne commandos near Herrera as he tried to flee, according to an April 2009 cable and a senior government official who confirmed the NSA’s role in the mission.

    The CIA also trained Colombian interrogators to more effectively question thousands of FARC deserters, without the use of the “enhanced interrogation” techniques approved for use on al-Qaeda and later repudiated by Congress as abusive. The agency also created databases to keep track of the debriefings so they could be searched and cross-referenced to build a more complete picture of the organization.

    The Colombian government paid deserters and allowed them to reintegrate into civil society. Some, in turn, offered valuable information about the FARC’s chain of command, standard travel routes, camps, supply lines, drug and money sources. They helped make sense of the NSA’s voice intercepts, which often used code words. Deserters also sometimes were used to infiltrate FARC camps to plant listening devices or beacons that emitted a GPS coordinate for smart bombs.

    “We learned from the CIA,” a top Colombian national security official said of the debriefing program. “Before, we didn’t pay much attention to details.”

    Ecuador and the not-forgotten hostages

    In February 2008, the U.S.-Colombian team got its first sighting of the three U.S. hostages. Having waited five years, the reaction was swift at U.S. Special Operations Command headquarters in Tampa, which began sending JSOC commandos down, said a senior U.S. official who was in Colombia when they arrived.

    The JSOC team was headed by a Navy SEAL Team Six commander. Small units set up three operational areas near the hostages and conducted long-range reconnaissance, the senior official said. The NSA increased its monitoring. All eyes were on the remote jungle location. But as initial preparations were underway, operations were heating up elsewhere.

    Just across the Putumayo River, one mile inside Ecuador, U.S. intelligence and a Colombian informant confirmed the hideout of Luis Edgar Devia Silva, also known as Raul Reyes and considered to be the No. 2 in the seven-member FARC secretariat.

    It was an awkward discovery for Colombia and the United States. To conduct an airstrike meant a Colombian pilot flying a Colombian plane would hit the camp using a U.S.-made bomb with a CIA-controlled brain.

    The Air Force colonel had a succinct message for the Colombian air operations commander in charge of the mission. “I said, ‘Look man, we all know where this guy is. Just don’t f— it up.’ ”

    U.S. national security lawyers viewed the operation as an act of self-defense. In the wake of 9/11, they had come up with a new interpretation of the permissible use of force against non-state actors like al-Qaeda and the FARC. It went like this: If a terrorist group operated from a country that was unable or unwilling to stop it, then the country under attack — in this case, Colombia — had the right to defend itself with force, even if that meant crossing into another sovereign country.

    This was the legal justification for CIA drone strikes and other lethal operations in Pakistan, Yemen, Somalia and, much later, for the raid into Pakistan that killed Osama bin Laden.

    So minutes after midnight on March 1, three A-37 Dragonflys took off from Colombia, followed by five Super Tucanos. The smart bombs’ guidance system turned on once the planes reached within three miles of Reyes’s location.

    As instructed, the Colombian pilots stayed in Colombian airspace. The bombs landed as programmed, obliterating the camp and killing Reyes, who, according to Colombian news reports, was asleep in pajamas.

    Colombian forces rushed across the border into Ecuador to retrieve Reyes’s remains and also scooped up a large treasure trove of computer equipment that would turn out to be the most valuable FARC intelligence find ever.

    The bombing set off a serious diplomatic crisis. Venezuelan leader Hugo Chávez called Colombia “a terrorist state” and moved troops to the border, as did Ecuador. Nicaragua broke off relations. Uribe, under pressure, apologized to Ecuador.

    The apology, while soothing relationships in Latin America, angered the small circle of U.S. officials who knew the back story, one of them said. “I remember thinking, ‘I can’t believe they’re saying this,’ ” he said. “For them to be giving up an important legal position was crazy.”

    But the flap did not damage the deep ties between U.S. and Colombian forces or deter the mission to rescue the hostages. In fact, the number of JSOC troops continued to mount to more than 1,000, said the senior official then in Colombia. Officials thought for sure they would be spotted, but they never were. A U.S.-Colombian military exercise provided sufficient cover when the International Committee of the Red Cross showed up at isolated bases and stumbled upon some burly Americans, said two U.S. officials.

    After six weeks of waiting to find the hostages, most of the JSOC troops left the country for pressing missions elsewhere. One unit remained. On July 2, 2008, it had the role of unused understudy in the dramatic and well-documented Operation Checkmate, in which Colombian forces pretending to be members of a humanitarian group tricked the FARC into handing over the three U.S. hostages and 12 others without a shot fired. The JSOC team, and a fleet of U.S. aircraft, was positioned as Plan B, in case the Colombian operation went awry.

    Santos continues the smart-bomb war

    As a sign of trust, in early 2010 the U.S. government gave Colombia control over the GPS encryption key. There had been no reports of misuse, misfires or collateral damage from the smart bombs. The transfer was preceded by quick negotiations over the rules of engagement for smart-bomb use. Among the rules was that they would be launched only against isolated jungle camps.

    President Santos, who was defense minister under Uribe, has greatly increased the pace of operations against the FARC. Almost three times as many FARC leaders — 47 vs. 16 — have been killed under Santos as under Uribe. Interviews and analysis of government Web sites and press reporting show that at least 23 of the attacks under Santos were air operations. Smart bombs were used only against the most important FARC leaders, Colombian officials said in response to questions. Gravity bombs were used in the other cases.

    Colombia continues to upgrade its air capabilities. In 2013, the air force upgraded its fleet of Israeli-made Kfir fighter jets, fitting them with Israeli-made Griffin laser-guided bombs. It has also fitted smart bombs onto some of its Super Tucanos.

    Having decimated the top FARC leadership and many of the front commanders, the military, with continued help from the CIA and other intelligence agencies, appears to be working its way through the mid-level ranks, including mobile company commanders, the most battle-hardened and experienced remaining cadre. One-third of them have been killed or captured, according to Colombian officials.

    The Santos administration has also targeted the financial and weapons networks supporting the FARC. Some critics think the government has been too focused on killing leaders and not enough on using the army and police to occupy and control rebel territory.

    Killing an individual has never been a measure of success in war, say counterinsurgency experts. It’s the chaos and dysfunction that killing the leadership causes to the organization that matters. The air operations against the FARC leadership “has turned the organization upside down,” said a senior Pentagon official who has studied the classified U.S. history of Colombia’s war.

    Some have fled to Venezuela. One member of the secretariat hides out intermittently in Ecuador, according to senior Colombia officials, breaking the important psychological bond with ground troops and handicapping recruitment.

    For fear of being located and targeted, units no longer sleep in the same place two days in a row, so camps must be sparser. “They know the government has so much information on them now, and real-time intelligence,” said German Espejo, security and defense counselor at the Colombian Embassy. Worried about spies in their midst, executions are common.

    The FARC still mounts attacks — a car bombing of a rural police station Dec. 7 killed six police officers and two civilians — but it no longer travels in large groups, and it limits most units to less than 20. No longer able to mount large-scale assaults, the group has reverted to hit-and-run tactics using snipers and explosives.

    The weariness of 50 years of transient jungle life has taken its toll on the FARC negotiating team, too. Those who have lived in exile seem more willing to continue the fight than those who have been doing the fighting, said Colombian officials. The negotiations, Santos said in the interview, are the result of the successful military campaign, “the cherry on the cake.”

    On Dec. 15, the FARC said it would begin a 30-day unilateral cease-fire as a sign of good will during the holiday season. The Santos administration rebuffed the gesture and vowed to continue its military campaign. Later that day, security forces killed a FARC guerrilla implicated in a bomb attack on a former minister. Three days later, the army killed another five.

    ‘MI6 agent’ was spying on Iran oil shipping, officials claim

    Iranian man arrested on charges of spying for British intelligence was passing on information on shipping operations to help impose sanctions, parliamentarians told
    The Iranian man arrested for spying for British intelligence was helping foreign governments impose EU sanctions on covert oil shipping operations, parliamentarians in the country have been briefed.
    An Iranian MP revealed the alleged MI6 agent was passing information on Iran’s shipping industries to its “enemies”, to be used in international efforts to cripple the sector.
    Court officials in the city of Kerman said a suspect had confessed to holding 11 meetings inside and outside the country with British intelligence.
    Alireza Manzari Tavakoli, an intelligence specialist in the Iranian parliament, was quoted on a news website claiming that the man handed over details of sanctions-busting activities. “We have received further information about the arrested individual that suggests that he has been involved in passing secret data on Iran’s shipping industries and the insurance covers on our oil tankers to the British intelligence services,” he said. “The EU could use them for imposing more sanctions on our shipping sectors.
    “The arrested individual has also confessed to passing economic intelligence about Iran’s use of other countries’ flags in transporting its oil abroad. The information provided by this spy has been used by the enemies of the Islamic Republic to pass new and more sanctions on Iran.”
    Britain’s role as the centre of the global maritime industry and leading insurance hub of the merchant fleet means London was pivotal to efforts to impose a virtual shutdown of Iran’s oil shipping through EU-wide sanctions.
    Meanwhile Dadkhoda Salari, the public prosecutor in the city of Kerman, has described the alleged spy as a 50-year-old man, with good university education and fluent in English, who has never held any government job. Iran’s Ministry of Intelligence agents had been monitoring his movements for the last two months.
    Hardliners opposed to the current thaw in British relations with Iran could use the spying revelations to disrupt progress towards restoration of full diplomatic ties.
    Conservative factions have already sought to secure the withdrawal of an invitation by Iran’s parliament to Jack Straw, the former foreign secretary, to fly to Tehran for a fence-mending visit.
    The announcement of the case came just a day after Iran’s new non-resident envoy to Britain, Hassan Habibollah-Zadeh, held talks in London on his first visit since his appointment last month. Ajay Sharma, his British counterpart, broke a two-year freeze in diplomatic relations earlier this month when, following the temporary deal on Iran’s nuclear programme in Geneva, he visited the Tehran embassy that was looted by an Iranian mob in November 2011.

    Iran claims to have captured MI6 spy

    Iran says it has captured a spy working for British intelligence agency MI6 in the south-eastern city of Kerman.
    The head of Kerman’s revolutionary court said the alleged spy had admitted being in contact with four British intelligence officers 11 times, both inside and outside the country.
    He said the accused was now on trial and had confessed. The nationality of the alleged spy is not yet known.
    The UK Foreign Office said it did not comment on intelligence matters.
    Iran regularly claims to have captured spies working for foreign powers but in most cases the accused is released without charge months later.
    According to a report from Iran’s conservative news agency Tasnim, the alleged spy was arrested after 10 months of intelligence work and had once had a meeting with British agents in London.
    It quotes Dadkhoda Salari, the head of the Kerman court, as saying he is aged over 50, with an “academic education”. He is said to be fluent in English but does not hold an official post.
    The news comes as Iran and Britain take steps to try to re-establish diplomatic relations.
    Britain shut down its embassy in Tehran, the Iranian capital, in 2011 after it was stormed in a protest over British nuclear sanctions.
    ‘Constructive discussions’
    Iran’s envoy to the UK this week made his first visit to London, during which he met officials at the Foreign Office.
    The visit followed a trip to Iran earlier this month by the UK’s new envoy to the country – the first by a British diplomat for two years.
    Non-resident charge d’affaires Ajay Sharma said he had “detailed and constructive discussions” about the UK’s relationship with Iran.
    He also visited the site of the British embassy in Tehran to assess the damage following the mob attack two years ago.
    Foreign Secretary William Hague has said relations between the two countries were improving on a “reciprocal basis”.
    Thawing relations between Tehran and the international community have also seen a temporary deal reached over its nuclear programme.
    Iran last month agreed to curb some of its nuclear activities in return for £4.3bn in sanctions relief, after days of talks in Geneva.
    The country agreed to give better access to inspectors and halt some of its work on uranium enrichment for a six-month period.

    ‘MI6 spy’ captured by Iran

    Authorities say they have arrested an individual who has confessed to working for British intelligence

    Iran claims to have captured a British “spy” in a move that has threatened to cause a diplomatic crisis.
    Officials in the country said a businessman in his fifties had been detained on suspicion of gathering intelligence “in all spheres” for the British security services.
    They claimed he had confessed to meeting MI6 agents inside and outside Iran on 11 occasions.
    Iran’s decision to publicise the arrest comes at a critical stage of diplomacy between the two countries, which broke off all official contact after the attack on the British embassy in Tehran two years ago.
    Experts have said that the arrest and its announcement may have been driven by hardliners who oppose a deal to prevent Iran gaining nuclear weapons.
    IRNA, Iran’s state news agency, reported that security forces had arrested an alleged spy working for the British Government in Kerman, a south-eastern province. The nationality of the arrested man, who is alleged to have “confessed” to espionage, has not been disclosed. There was no suggestion he is a British national. Spying in Iran carries the death penalty.
    A Foreign Office spokesman said she would not comment on intelligence matters. Government sources said that the tactic of arresting local people on false charges of being British spies was something that happened “every few months” but that they were usually not publicised by the regime.
    It was feared that the arrest could signal a determination among Iranian hardliners to unseat negotiations with the West, including last month’s agreement on the country’s nuclear programme. The “spying” charge could compromise diplomatic achievements, although Whitehall is understood to be treating the development with caution.
    The nuclear deal led to the first formal contact between the United States and Tehran since they severed diplomatic ties over the 1979 hostage crisis, and was viewed as a crucial step towards avoiding a crisis in the Middle East.
    Tehran is known to have used trumped-up spying allegations in the past to resolve internal disagreements. Dadkhoda Salari, the head of Kerman revolutionary court, said the alleged spy was a man with “business activities” who established a link with the British embassy in Tehran before its closure.
    “The accused has had 11 face-to-face meetings with British intelligence officers, both inside and outside the country, and in every single meeting has passed to his MI6 contacts the specific information that they had asked him to collect,” said Mr Salari.

    “At the same time he has received certain instructions that would have enabled him to act against the interests of the Islamic Republic of Iran.
    “He had been in touch with four intelligence officers and after receiving their instructions and training he has transferred their specific requested information to the country of their origin.
    “This spy has been captured after many months of complicated intelligence operations and with the help of the almighty God.”
    Mr Salari added that the man’s trial was already taking place and that he had “confessed” to all charges. The judicial spokesman said the accused had academic qualifications and spoke fluent English, and claimed he had collected intelligence “in all spheres” for Britain.
    Tasnim news, an Iranian news website, claimed one of the man’s alleged meetings with British intelligence took place in London.
    The announcement came a day after Hassan Habibollah-Zadeh, Iran’s new envoy to Britain, made his first visit to London. Mr Habibollah-Zadeh said that negotiations were under way to “resolve the existing issues”, so full ties could be restored. It is unclear what effect, if any, the arrest of the alleged spy would have in those negotiations.
    Prof Ali Ansari, the director of the Institute for Iranian Studies at the University of St Andrews and a senior associate fellow of the Royal United Services Institute, said: “This probably has more to do with some of the more hawkish and hardline elements within the revolutionary establishment trying to put a spanner in the works of the rapprochement negotiations.
    “The Iranian regime has done a fantastic PR job over the last couple of months selling the country as being ‘open for business’. But this news sours that, and suggests the old Iran is alive and well.”
    He added: “Kerman is in the middle of nowhere, there’s no nuclear facilities there and all they do is grow pistachios. So what this man could be accused of doing there is a little strange.”
    Britain shut its Tehran embassy after it was damaged in November 2011 by students protesting against Western sanctions.
    In another high-profile incident, in 2007, Iran seized 15 personnel from HMS Cornwall who were on anti-drug smuggling operations in the Gulf, and held them for 13 days. Their detention gave Mahmoud Ahmadinejad, the then Iranian president, a public relations coup.

    Mysterious space plane spent a year orbiting Earth on secret mission

    A year after the Air Force blasted it into orbit, an experimental space drone continues to circle the Earth.
    Its mission and hush-hush payload, however, remain a mystery.
    The X-37B Orbital Test Vehicle, which looks like a miniature unmanned version of the space shuttle, was launched from Cape Canaveral, Fla., on Dec. 11, 2012.
    At the time of launch, Air Force officials offered few details about the mission, saying that the space plane simply provided a way to test new technologies in space, such as satellite sensors and other components.
    It was set to land on a 15,000-foot airstrip at Vandenberg Air Force Base, northwest of Santa Barbara. But the Air Force has never announced an exact landing date.
    Although the X-37B program is classified, some of the particulars are known.
    More than 10 years ago, it began as a NASA program to test new technologies for the space shuttle. But when the government decided to retire the aging fleet of shuttles, the Pentagon took over the program and cloaked it in secrecy.
    Two X-37B vehicles were built by Boeing Co. in Huntington Beach. Engineering work was done at the company’s facilities in Huntington Beach and Seal Beach. Components also came from Boeing’s satellite-making plant in El Segundo.
    The spacecraft is 29 feet long and has a wingspan of 15 feet. It draws solar power from unfolding panels.
    This is the third time that the Air Force has sent an X-37B into orbit.
    The first X-37B was launched in April 2010 and landed 224 days later at Vandenberg Air Force Base, northwest of Santa Barbara. The second X-37B spent 469 days in space.
    Some industry analysts have theorized that because of the program’s clandestine nature, the X-37B could be a precursor to an orbiting weapon, capable of dropping bombs or disabling foreign satellites as it circles the globe.
    The Pentagon has repeatedly said the space plane is simply a “test bed” for other technologies.
    Brian Weeden, a former Air Force officer and expert in space security at the Secure World Foundation, said the X-37B is most likely testing new sensor technologies and satellite hardware. It may even be performing some surveillance over the Middle East region.
    “It’s obvious the Air Force is finding some value there,” Weeden said. “Otherwise, they wouldn’t keep sending vehicles up.

    Missing American in Iran was on unapproved mission

    WASHINGTON (AP) — In March 2007, retired FBI agent Robert Levinson flew to Kish Island, an Iranian resort awash with tourists, smugglers and organized crime figures. Days later, after an arranged meeting with an admitted killer, he checked out of his hotel, slipped into a taxi and vanished. For years, the U.S. has publicly described him as a private citizen who traveled to the tiny Persian Gulf island on private business.
    But that was just a cover story. An Associated Press investigation reveals that Levinson was working for the CIA. In an extraordinary breach of the most basic CIA rules, a team of analysts — with no authority to run spy operations — paid Levinson to gather intelligence from some of the world’s darkest corners. He vanished while investigating the Iranian government for the U.S.
    The CIA was slow to respond to Levinson’s disappearance and spent the first several months denying any involvement. When Congress eventually discovered what happened, one of the biggest scandals in recent CIA history erupted.
    Behind closed doors, three veteran analysts were forced out of the agency and seven others were disciplined. The CIA paid Levinson’s family $2.5 million to pre-empt a revealing lawsuit, and the agency rewrote its rules restricting how analysts can work with outsiders.
    But even after the White House, FBI and State Department officials learned of Levinson’s CIA ties, the official story remained unchanged.
    “He’s a private citizen involved in private business in Iran,” the State Department said in 2007, shortly after Levinson’s disappearance.
    “Robert Levinson went missing during a business trip to Kish Island, Iran,” the White House said last month.
    Details of the unusual disappearance were described in documents obtained or reviewed by the AP, plus interviews over several years with dozens of current and former U.S. and foreign officials close to the search for Levinson. Nearly all spoke on condition of anonymity because they were not authorized to discuss the sensitive case.
    The AP first confirmed Levinson’s CIA ties in 2010 and continued reporting to uncover more details. It agreed three times to delay publishing the story because the U.S. government said it was pursuing promising leads to get him home.
    The AP is reporting the story now because, nearly seven years after his disappearance, those efforts have repeatedly come up empty. The government has not received any sign of life in nearly three years. Top U.S. officials, meanwhile, say his captors almost certainly already know about his CIA association.
    There has been no hint of Levinson’s whereabouts since his family received proof-of-life photos and a video in late 2010 and early 2011. That prompted a hopeful burst of diplomacy between the United States and Iran, but as time dragged on, promising leads dried up and the trail went cold.
    Some in the U.S. government believe he is dead. But in the absence of evidence either way, the government holds out hope that he is alive and the FBI says it remains committed to bringing him home.
    If Levinson remains alive at age 65, he has been held captive longer than any American, longer than AP journalist Terry Anderson, who was held more than six years in Beirut. Unlike Anderson, Levinson’s whereabouts and captors remain a mystery.
    Today, Iran and United States tiptoe toward warmer relations and a deal over Iran’s nuclear enrichment. But the U.S. has no new leads about Levinson’s whereabouts, officials said. Iranian President Hassan Rouhani publicly says he has no information about Levinson’s whereabouts.
    Meanwhile, the story of how the married father of seven children from Coral Springs, Fla., became part of the CIA’s spy war with Iran has been cloaked in secrecy, with no public accounting for the agency’s mistakes.

    A 28-year veteran of the Drug Enforcement Administration and the FBI, Robert Levinson had a natural ability to cultivate informants. Former colleagues say he was an easy conversationalist who had the patience to draw out people and win their confidence. He’d talk to anyone.
    “Bob, in that sense, was fearless,” said retired FBI Assistant Director Mark Mershon, who worked with Levinson in Miami in the 1980s. “He wasn’t concerned about being turned down or turned away.”
    As the Soviet Union collapsed, Levinson turned his attention away from Mafia bosses and cocaine cartels and began watching the Russian gangsters who made their homes in Florida. Russian organized crime was a niche then and Levinson made a name as one of the few investigators who understood it.
    At a Justice Department organized crime conference in Santa Fe, N.M., in the early 1990s, Levinson listened to a presentation by a CIA analyst named Anne Jablonski and spotted a kindred spirit.
    Jablonski was perhaps the government’s foremost expert on Russian organized crime. Former colleagues say she had an encyclopedic memory and could, at the mere mention of a crime figure, quickly explain his place in the hierarchy and his method of moving money. When White House officials had questions about Russian organized crime, they often called Jablonski directly.
    In the relatively staid world of CIA analysts, Jablonski was also a quirky character, a yoga devotee who made her own cat food, a woman who skipped off to Las Vegas to renew her vows in an Elvis-themed chapel.
    After the Santa Fe conference, Levinson left a note for Jablonski at her hotel and the two began exchanging thoughts on organized crime. Jablonski invited Levinson to CIA headquarters in Langley, Va., to speak to her colleagues in the Office of Russian and European Analysis.
    By the time Levinson retired from the FBI in 1998, he and Jablonski were close friends. She attended his going-away party in Florida, met his family and harvested his knowledge of organized crime.
    In retirement, Levinson worked as a private investigator, traveling the world and gathering information for corporate clients. Jablonski, meanwhile, thrived at the CIA. After the Sept. 11 attacks, former colleagues say, she was assigned to brief Attorney General John Ashcroft and FBI Director Robert Mueller about terrorist threats every morning.
    In 2005, Jablonski moved to the Office of Transnational Issues, the CIA team that tracks threats across borders. Right away, she arranged for Levinson to speak to the money-laundering experts in the office’s Illicit Finance Group.
    In a sixth-floor CIA conference room, Levinson explained how to track dirty money. Unlike the analysts in the audience, Levinson came from the field. He generated his own information.
    In June 2006, the head of Illicit Finance, Tim Sampson, hired Levinson on a contract with the CIA, former officials said. Like most CIA contracts, it was not a matter of public record. But it also wasn’t classified.

    At its core, the CIA is made up of two groups: operatives and analysts. Operatives collect intelligence and recruit spies. Analysts receive strands of information and weave them together, making sense of the world for Washington decision-makers.
    Their responsibilities don’t overlap. Operatives manage spies. Analysts don’t.
    Levinson was hired to work for a team of analysts. His contract, worth about $85,000, called for him to write reports for the CIA based on his travel and his expertise.
    From the onset, however, he was doing something very different. He wasn’t writing scholarly dissertations on the intricacies of money laundering. He was gathering intelligence, officials say.
    He uncovered sensitive information about Colombian rebels. He dug up dirt on Venezuela’s mercurial president. He delivered photos and documents on militant groups. And he met with sources about Iran’s nuclear program, according to people who have reviewed the materials.
    Levinson’s production got noticed. The CIA expected he’d provide one or two items a month from his travels. Some months, former officials said, Levinson would send 20 packages including photos, computer disks and documents — the work of a man with decades of investigative experience.
    Levinson’s arrangement with the CIA was odd.
    The agency instructed him not to mail his packages to headquarters or email documents to government addresses, former officials said. Instead, he was told to ship his packages to Jablonski’s home in Virginia. If he needed to follow up, he was instructed to contact Jablonski’s personal email account.
    Jablonski said the analysts simply wanted to avoid the CIA’s lengthy mail screening process. As an employee, Jablonski could just drive the documents through the front gate each morning.
    “I didn’t think twice about it,” she said in an interview.
    But the normal way to speed up the process is to open a post office box or send packages by FedEx, officials say. And if Levinson were producing only unclassified analytical documents, there would have been no reason he couldn’t email them to the CIA.
    The whole arrangement was so peculiar that CIA investigators conducting an internal probe would later conclude it was an effort to keep top CIA officials from figuring out that the analysts were running a spying operation. Jablonski adamantly denies that.
    What’s more, the Illicit Finance Group didn’t follow the typical routine for international travel. Before someone travels abroad for the agency, the top CIA officer in the country normally clears it. That way, if a CIA employee is arrested or creates a diplomatic incident, the agency isn’t caught by surprise.
    That didn’t happen before Levinson’s trips, former officials said. He journeyed to Panama, Turkey and Canada and was paid upon his return, people familiar with his travels said. After each trip, he submitted bills and the CIA paid him for the information and reimbursed him for his travel expenses.
    Neither the analysts nor the contract officers or managers who reviewed the contract, ever flagged it as a problem that Levinson’s travel might become a problem.
    It would prove to be a serious problem.
    Levinson was assigned a contract officer inside the agency, a young analyst named Brian O’Toole. But Jablonski was always his primary contact. Sometimes, he told her before he left for a trip. Other times, he didn’t. The emails between Jablonski and Levinson, some of which the AP has seen or obtained, are circumspect. But they show that Levinson was taking his cues from her.
    The more Levinson did for the agency, the more the analysts ran afoul of the CIA’s most basic rules.
    Before anyone can meet sources, seasoned CIA intelligence officials must review the plan to make sure the source isn’t a double agent. That never happened for Levinson.
    Levinson’s meetings blurred the lines between his work as a private investigator and his work as a government contractor. Inside the CIA, the analysts reasoned that as long as they didn’t specifically assign Levinson to meet someone, they were abiding by the rules.
    On Feb. 5, 2007, Levinson emailed Jablonski and said he was gathering intelligence on Iranian corruption. He said he was developing an informant with access to the government and could arrange a meeting in Dubai or on an island nearby.
    Problem was, Levinson’s contract was out of money and, though the CIA was working to authorize more, it had yet to do so.
    “I would like to know if I do, in fact, expend my own funds to conduct this meeting, there will be reimbursement sometime in the near future, or, if I should discontinue this, as well as any and all similar projects until renewal time in May,” Levinson wrote.
    There’s no evidence that Jablonski ever responded to that email. And she says she has no recollection of ever receiving it.
    A few days later, Levinson joined Jablonski and her husband for dinner at Harry’s Tap Room in the Washington suburbs. Levinson was days away from his trip, and though he was eager to get paid for it, Jablonski says the subject never came up in conversation.
    The discussion was more light-hearted, she said. She recalls scolding her overweight friend for not eating right, especially while on the road. At one point she recalls chiding him: “If I were your wife, I’d confiscate your passport.”
    On Feb. 12, Levinson again emailed Jablonski, saying he hadn’t heard anything from the contract office. Jablonski urged him not to get the contract team involved.
    “Probably best if we keep talk about the additional money among us girls — you, me, Tim and Brian — and not get the contracts folks involved until they’ve been officially notified through channels,” Jablonski said, according to emails read to the AP.
    Jablonski signed off: “Be safe.”
    Levinson said he understood. He said he’d try to make this trip as successful as previous ones. And he promised to “keep a low profile.”
    “I’ll call you upon my return from across the pond,” he said.
    While Levinson was overseas, the CIA was raving about information Levinson had recent sent about Venezuela and Colombian rebels.
    “You hit a home run out of the park with that stuff,” she wrote. “We can’t, of course, task you on anything, but let’s just say it’s GREAT material.”
    Levinson arrived in Dubai on March 3, 2007. Friends and investigators say he was investigating cigarette smuggling and also looking into Russian organized crime there.
    On March 8, he boarded a short flight to Kish Island, a tourist destination about 11 miles off Iran’s southern coast. Unlike the Dubai trip, this one was solely for the CIA. He was there to meet his source about Iran.
    The biggest prize would be gleaning something about Iran’s nuclear program, one of the CIA’s most important targets.
    Levinson’s source on Kish was Dawud Salahuddin, an American fugitive wanted for killing a former Iranian diplomat in Maryland in 1980. In interviews with ABC News and the New Yorker, Salahuddin has admitted killing the diplomat
    Since fleeing to Iran, Salahuddin had become close to some in the Iranian government, particularly to those seen as reformers and moderates.
    To set up the meeting, Levinson worked with a longtime friend, retired NBC investigative reporter Ira Silverman. Silverman had talked at length with Salahuddin and, in a 2002 piece for the New Yorker magazine, portrayed him as a potential intelligence source if the U.S. could coax him out of Iran.     “I told them to put off until after the U.S. surge in Iraq was completed,” Salahuddin told the National Security News Service, a Washington news site, shortly after Levinson disappeared. “But Silverman and Levinson pushed for the meeting and that’s why we met in March.”
    Silverman’s role in helping set up Levinson’s meeting with Salahuddin has been previously disclosed. Silverman declined to discuss Levinson’s disappearance.
    Levinson’s flight landed late the morning of March 8, a breezy, cloudy day. He checked into the Hotel Maryam, a few blocks off Kish’s eastern beaches. Salahuddin has said he met with Levinson for hours in his hotel room.
    The hotel’s registry, which Levinson’s wife has seen, showed him checking out on March 9, 2007.

    Jablonski was in the office when news broke that Levinson had gone missing. She went to the bathroom and threw up.
    FBI agents began asking about Levinson’s disappearance and the CIA started a formal inquiry into whether anyone at the agency had sent Levinson to Iran or whether he was working for the CIA at the time.
    The response from the analytical division was that, yes, Levinson had given a few presentations and had done some analytical work. But his contract was out of money. The agency had no current relationship with Levinson and there was no connection to Iran.
    That’s what the CIA told the FBI and Congress, according to numerous current and former FBI, CIA and congressional officials.
    Jablonski never mentioned to internal investigators the many emails she’d traded with Levinson, officials close to the investigation said. When asked, she said she had no idea he was heading to Iran. She didn’t tell managers or that Levinson expected to be reimbursed for the trip he was on, or that he was investigating Iranian corruption.
    Jablonski says none of this was a secret; Levinson’s contract and work product were available to others at the CIA, she said.
    Because the emails were exchanged from her personal account, they were not available to investigators searching the CIA’s computers. But had anyone at the CIA or FBI conducted even a cursory examination of Levinson’s work product, it would have been immediately clear that Levinson was not acting as a mere analyst.
    Had anyone read his invoices, people who have seen or been briefed on them said, investigators would have seen handwritten bills mentioning Iran and its Revolutionary Guard.
    That didn’t happen.
    So the official story became that Levinson was in Iran on private business, either to investigate cigarette smuggling or to work on a book about Russian organized crime, which has a presence on Kish.
    At the State Department, officials told the world that Levinson was a private businessman.
    “At the time of his disappearance Mr. Levinson was not working for the United States government,” the State Department said in a May 2007 message sent to embassies worldwide and signed by Secretary of State Condoleezza Rice.
    Levinson’s family feared the government had forsaken him.
    The government’s version would have remained the official story if not for Levinson’s friends. One of them was David McGee, a former Justice Department prosecutor in Florida who had worked with Levinson when he was at the FBI. McGee, now in private practice at the Florida law firm Beggs and Lane, knew that Levinson was working for the CIA. He just couldn’t prove it.
    As time dragged on, McGee kept digging. Finally, he and his paralegal, Sonya Dobbs, discovered Levinson’s emails with Jablonski.
    They were astounded. And they finally had the proof they needed to get the government’s attention.
    Armed with the emails, McGee wrote to the Senate Intelligence Committee in October 2007. The CIA had indeed been involved in Levinson’s trip, the letter proved.
    The CIA had been caught telling Congress a story that was flatly untrue. The Intelligence Committee was furious. In particular, Levinson’s senator, Bill Nelson, D-Fla., took a personal interest in the case. The committee controls the budget of the CIA, and one angry senator there can mean months of headaches for the agency.
    CIA managers said their own employees had lied to them. They blamed the analysts for not coming forward sooner. But the evidence had been hiding in plain sight. The CIA didn’t conduct a thorough investigation until the Senate got involved. By then, Levinson had been missing for more than eight months. Precious time had been lost.
    Sampson said he was never aware of Levinson’s emails with Jablonski or the Iranian trip.
    “I didn’t even know he was working on Iran,” he said. “As far as I knew he was a Latin America, money-laundering and Russian organized crime guy. I would never have directed him to do that.”
    Finally, the CIA assigned its internal security team to investigate. That inquiry quickly determined that the agency was responsible for Levinson while he was in Iran, according to a former official familiar with the review. That was an important conclusion. It meant that, whatever happened to Levinson overseas, the CIA bore responsibility.
    Next, a team of counterintelligence officers began unraveling the case.
    The investigation renewed some longtime tensions between the CIA’s operatives and analysts. The investigators felt the analysts had been running their own amateur spy operation, with disastrous results. Worse, they said the analysts withheld what they knew, allowing senior managers to testify falsely on Capitol Hill.
    That led the Justice Department to investigate possible criminal charges against Jablonski and Sampson. Charges were never pursued, current and former officials said, in part because a criminal case could have revealed the whole story behind Levinson’s disappearance. Officially, though, the investigation remains open.
    Sampson offered to take a polygraph. Jablonski says she has consistently told the truth. Recently, as the five-year statute of limitations concluded, FBI agents interviewed her again and she told the same story, officials said.
    The analysts argued that many people had seen Levinson’s contract and his work product. Nobody questioned it until he went missing, they said. The way the analysts saw it, the CIA was looking for scapegoats.
    “That she would even by accident put someone in harm’s way is laughable,” said Margaret Henoch, a former CIA officer and a close friend of Jablonski. “When I worked with Anne, and I worked very closely with her for a very long time, she was always the one who pulled me up short and made me follow procedure.”
    Jablonski said the CIA’s relationship with Levinson was not unusual. But as part of the investigation, the CIA reviewed every analytical contract it had.
    Only Levinson was meeting with sources, collecting information, and getting reimbursed for his trips, officials said. Only Levinson was mailing packages of raw information to the home of an analyst.
    Despite Jablonski’s denials, her emails convinced investigators that she knew Levinson was heading overseas and, with a wink and a nod, made it clear he could expect to be paid.
    In May 2008, Jablonski was escorted from the building and put on administrative leave. Sampson was next. At the CIA, when you’re shown the door, you leave with nothing. Security officers empty your desk, scrutinize its contents and mail you whatever doesn’t belong to the agency.
    Both were given the option of resigning or being fired. The next month, they resigned. Their boss was forced into retirement. At least seven others were disciplined, including employees of the contracts office that should have noticed that Levinson’s invoices didn’t square with his contract.
    In secret Senate hearings from late 2007 through early 2008, CIA Deputy Director Stephen Kappes acknowledged that the agency had been involved in Levinson’s disappearance and conceded that it hadn’t been as forthcoming as it should have been, current and former officials said.
    The CIA’s top lawyer, John Rizzo, had to explain it all to the White House. Former Bush administration officials recall Rizzo meeting with a stunned Fred Fielding, the White House counsel who asked, since when do CIA analysts get involved in operations?
    One of Rizzo’s assistants, Joseph Sweeney, a lawyer, flew to Florida to apologize to Levinson’s family.
    The CIA paid the family about $120,000, the value of the new contract the CIA was preparing for him when he left for Iran. The government also gave the family a $2.5 million annuity, which provides tax-free income, multiple people briefed on the deal said. Neither side wanted a lawsuit that would air the secret details in public.
    Jablonski now analyzes risk for companies doing business overseas.
    Sampson, the former head of CIA’s Illicit Finance group, quickly returned to the government, landing a job at the Department of Homeland Security’s intelligence division. O’Toole, the young contracts officer, moved to the Treasury Department. He would not comment.
    Inside the CIA, the biggest legacy of the Levinson case might be the strict new rules in place for analysts. Before, analysts were encouraged to build relationships with experts. An analyst could go to dinner with a professor of Middle East affairs or pick up the phone and chat with a foreign affairs expert. The 9/11 Commission encouraged CIA analysts to do even more to solicit outside views.
    After the Levinson inquiry, the CIA handed down orders requiring analysts to seek approval for nearly any conversation with outsiders. The rules were intended to prevent another debacle like Levinson’s, but former officials say they also chilled efforts to bring outside views into the CIA.

    The U.S. always suspected, but could never prove, that Levinson had been picked up by Iranian security forces. What was not immediately clear, however, was whether Iran knew that Levinson was working for the CIA.
    Now, nearly than seven years later, investigators believe Iranian authorities must know. Levinson wasn’t trained to resist interrogation. U.S. officials could not imagine him withholding information from Iranian interrogators, who have been accused of the worst types of mental and physical abuses.
    In an October 2010 interview with the AP, Mahmoud Ahmadinejad, the president of Iran at the time, said his country was willing to help find Levinson. But he appeared to suggest he knew or had suspicions that Levinson was working for the U.S. government.
    “Of course if it becomes clear what his goal was, or if he was indeed on a mission, then perhaps specific assistance can be given,” Ahmadinejad said. “For example, if he had plans to visit with a group or an individual or go to another country, he would be easier to trace in that instance.”
    As a CIA contractor, Levinson would have been a valuable chip to bargain with on the world stage. So if Iran had captured him, and knew his CIA ties, why the secrecy?
    That question became even more confusing in 2009, when three U.S. hikers strayed across border from Iraq into Iran and were arrested. If Iran had captured Levinson, investigators wondered, why would it publicly accuse three hikers of espionage while keeping quiet about an actual CIA contractor?
    Occasionally, Iranian defectors would claim to have seen Levinson or to have heard where he was being held, according to his family, former officials and State Department cables published by WikiLeaks.
    A French doctor said Levinson was treated at his hospital in Tehran. An Iranian nurse claimed to have attended to him. One defector said he saw Levinson’s name scrawled into a prison door frame. Someone sent Levinson’s family what appeared to be secret Iranian court documents with his name on them.
    But the U.S. could never confirm any of these accounts or corroborate the documents.
    Occasionally, the family would hear from someone claiming to be the captor. Once, someone sent an email not only to the family, but also to other addresses that might have been stored on Levinson’s phone. But despite efforts to try to start negotiating, the sender went silent.
    The State Department continued its calls on Iran to release information about Levinson’s whereabouts. Then, in November 2010, Levinson’s wife Christine received an email from an unknown address. A file was attached, but it would not open.
    Frantic, she sent the email to some computer savvy friends, who opened the file and held the phone to the computer. Christine Levinson immediately recognized her husband’s voice.
    “My beautiful, my loving, my loyal wife, Christine,” he began.
    The 54-second video showed Levinson sitting in front of a concrete wall, looking haggard but unharmed. He said he was running dangerously low of diabetes medicine, and he pleaded with the government to bring him home.
    “Thirty-three years of service to the United States deserves something,” Levinson said. “Please help me.”
    The video was a startling proof of life and it ignited the first promising round of diplomacy since Levinson’s disappearance. U.S. officials met privately with members of the Iranian government to discuss the case. The Iranians still denied any knowledge of Levinson’s whereabouts but said they were willing to help, U.S. officials said.
    Some details about the video didn’t add up, though. The email had been sent from a cyber cafe in Pakistan, officials said, and Pashtun wedding music played faintly in the background. The Pashtun people live primarily in Pakistan and Afghanistan, just across Iran’s eastern border.
    Further, the video was accompanied by a demand that the U.S. release prisoners. But officials said the United States was not holding anyone matching the names on the list.
    In March 2011, after months of trying to negotiate with shadows, Secretary of State Hillary Clinton released a statement saying the U.S. had evidence that Levinson was being held “somewhere in southwest Asia.” The implication was that Levinson might be in the hands of terrorist group or criminal organization somewhere in Pakistan or Afghanistan, not necessarily in Iran.
    U.S. intelligence officials working the case still believed Iran was behind Levinson’s disappearance, but they hoped Clinton’s statement would offer a plausible alternative story if Iran wanted to release him without acknowledging it ever held him.
    U.S. negotiators didn’t care what the story was, as long as it ended with Levinson coming home.
    The following month, the family received another email, this time from a new address, one that tracked back to Afghanistan. Photos were attached. Levinson looked far worse. His hair and beard were long and white. He wore an orange Guantanamo Bay-style jumpsuit. A chain around his neck held a sign in front of his face. Each picture bore a different message.
    “Why you can not help me,” was one.
    Though the photos were disturbing, the U.S. government and Levinson’s family saw them as a hopeful sign that whoever was holding Levinson was interested in making a deal. Then, a surprising thing happened.
    Nothing.
    Nobody is sure why the contact stopped. Some believe that, if Iran held him, all the government wanted was for the United States to tell the world that Levinson might not be in Iran after all. Others believe Levinson died.
    Iran executes hundreds of prisoners each year, human rights groups say. Many others disappear and are presumed dead. With Levinson’s history of diabetes and high blood pressure, it was also possible he died under questioning.
    The discussions with Iran ended. A task force of CIA, FBI and State Department officials studied the case anew. Analysts considered alternative theories. Maybe Levinson was captured by Russian organized crime figures, smugglers or terrorists? They investigated connections between Russian and Iranian oil interests.
    But each time, they came back to Iran.
    For example, during one meeting between the U.S. and Iran, the Iranians said they were searching for Levinson and were conducting raids in Baluchistan, a mountainous region that includes parts of Pakistan, Iran and Afghanistan, U.S. officials said. But the U.S. ultimately concluded that there were no raids, and officials determined that the episode was a ruse by the Iranians to learn how U.S. intelligence agencies work.
    Then, U.S. operatives in Afghanistan traced the hostage photos to a cellphone used to transmit them, officials said. They even tracked down the owner, but concluded he had nothing to do with sending them.
    Such abrupt dead ends were indicative of a professional intelligence operation, the U.S. concluded. Whoever sent the photos and videos had made no mistakes. Mobsters and terrorists are seldom so careful.
    Iran denies any knowledge of Levinson’s whereabouts and says it’s doing all it can.
    This past June, Iran elected Hassan Rouhani as president. He has struck a more moderate tone than his predecessor, sparking hope for warmer relations between Iran and the West. But Rouhani’s statements on Levinson were consistent with Ahmadinejad’s.
    “He is an American who has disappeared,” Rouhani told CNN in September. “We have no news of him. We do not know where he is.”

    Back home in Florida, Christine Levinson works to keep her husband’s name in the news and pushes the Obama administration to do more. Last year, the FBI offered a reward of $1 million for information leading to the return of her husband. But the money hasn’t worked.
    In their big, tight-knit family, Bob Levinson has missed many birthdays, weddings, anniversaries and grandchildren.
    Levinson was always the breadwinner, the politically savvy investigator who understood national security. Now it is his wife who has traveled to Iran seeking information on her husband, who has meetings on Capitol Hill or with White House officials. They are kind and reassuring.
    But nothing changes.
    Others held in Iran have returned home. Not her husband.
    “There isn’t any pressure on Iran to resolve this,” she said in January, frustrated with what she said was a lack of attention by Washington. “It’s been much too long.”

    (CNN) — A former FBI agent who went missing in Iran was working for the CIA there, not conducting private business as officials have previously claimed, The Associated Press and the Washington Post reported on Thursday.
    Both the State Department and Bob Levinson’s family have long denied he was working for the U.S. government when he disappeared on a trip to Iran in 2007.
    But Thursday’s reports from the Washington Post and the AP claim that Levinson had been on a CIA mission to dig up information.
    A source who’s involved in the matter told CNN that there’s proof that Levinson worked for the CIA undercover and under contract while also working as a private investigator.

    The AP says it decided to move forward with publishing the sensitive story after holding off several times.
    “The AP first confirmed Levinson’s CIA ties in 2010 and continued reporting to uncover more details. It agreed three times to delay publishing the story because the U.S. government said it was pursuing promising leads to get him home,” the news agency said in its report. “The AP is reporting the story now because, nearly seven years after his disappearance, those efforts have repeatedly come up empty. The government has not received any sign of life in nearly three years. Top U.S. officials, meanwhile, say his captors almost certainly already know about his CIA association.”
    CNN’s source, who declined to be identified because of the sensitive nature of the investigation, said that after six and half years in captivity and interrogations, it’s more than likely that Levinson’s captors know he was working undercover.
    “The family is aware of the risk created by this story and are praying for his safety, as they have for six years,” a Levinson family spokesman told CNN Thursday night. “All they want is to bring Bob home.”
    In a written statement, the family criticized the U.S. government’s response to the situation.
    “Bob is a courageous man who has dedicated himself, including risking his own life, in service to the U.S. government. But the U.S. government has failed to make saving this good man’s life the priority it should be. There are those in the U.S. government who have done their duty in their efforts to find Bob, but there are those who have not,” the statement said. “It is time for the U.S. government to step up and take care of one of its own. After nearly 7 years, our family should not be struggling to get through each day without this wonderful, caring, man that we love so much.”
    Officials contacted by CNN on Thursday declined to comment on any alleged ties between Levinson and the U.S. government.
    “We have no comment on any purported affiliation between Mr. Levinson and the U.S. Government,” CIA spokesman Chris White said. “The U.S. Government remains committed to bringing him home safely to his family.”
    National Security Council spokeswoman Caitlin Hayden criticized the AP for publishing the story and said it “does nothing to further the cause of bringing him home.”
    “Without commenting on any purported affiliation between Mr. Levinson and the U.S. government, the White House and others in the U.S. Government strongly urged the AP not to run this story out of concern for Mr. Levinson’s life,” she said. “We regret that the AP would choose to run a story that does nothing to further the cause of bringing him home. The investigation into Mr. Levinson’s disappearance continues, and we all remain committed to finding him and bringing him home safely to his family.”

    AP: ‘One of the biggest scandals in recent CIA history’
    The agent-turned-security-consultant was last heard from on March 8, 2007, when he checked into a hotel on Iran’s Kish Island and then checked out to return to the United States the next day.
    From the start, the CIA and the State Department denied there were any government ties to Levinson’s trip.
    And Levinson’s family said he had been in Iran on private business investigating cigarette smuggling.
    But the Washington Post and AP reports differ sharply from public government descriptions.
    After Levinson’s disappearance, the Washington Post and AP reported, CIA officials initially downplayed his ties with the agency and said he did not go to Iran for the agency.
    “But months after Levinson’s abduction, e-mails and other documents surfaced that suggested he had gone to Iran at the direction of certain CIA analysts who had no authority to run operations overseas,” the Washington Post story says, citing officials. “That revelation prompted a major internal investigation that had wide-ranging repercussions at Langley.”
    The AP’s story describes the situation as “one of the biggest scandals in recent CIA history.”
    According to the reports, the CIA changed how analysts work with contractors as a result. And the agency paid $2.5 million to Levinson’s family, the Washington Post and AP said.
    Source: CIA apologized to family
    CNN’s source said that David McGee, a family friend who used to be a federal prosecutor in Florida, helped find the documents that proved Levinson’s CIA connection. Ever since Levinson’s disappearance, McGee had been trying to do whatever he could to locate his friend.
    With the help of his paralegal, McGee found e-mails exchanged between a CIA analyst and Levinson. The e-mails discussed Levinson’s 2007 trip to Iran, the source said. And more importantly, they revealed the trip had a CIA connection, as the AP and the Washington Post reported.
    McGee took the e-mails to the Senate Intelligence Committee and to Sen. Bill Nelson from Levinson’s home state of Florida, a committee member at the time, the source said.
    At first, the source said, the CIA denied any involvement.
    “As a result of the documents, they conducted an investigation and discovered it was true,” the source said.
    A CIA representative asked to meet Levinson’s family in Pensacola, Florida, the source said, and “personally apologized on behalf of the CIA.”
    McGee met with the CIA and negotiated a $2.5 million settlement with Levinson’s family to fend off a lawsuit, the source told CNN.
    But all the while, in public statements, the U.S. government continued to deny any ties between Levinson and the CIA — work that, according to the AP and Washington Post reports, was done off the books.
    As a results of the investigation, three CIA employees were fired and seven others were disciplined, the source said.
    At least two of the three people fired have been rehired by other government agencies, a source told CNN, confirming information first reported by the AP.
    “They fired their own people and then took care of them,” the source said.
    The Justice Department opened a criminal investigation into the matter, according to the source. So far, the source said, no one has been charged.
    Justice Department spokesman Andrew Ames declined to comment.
    Where is Levinson?
    Levinson’s whereabouts remain unclear.
    During an exclusive interview with CNN’s Christiane Amanpour in September, Iranian President Hassan Rouhani offered little when asked what he could tell Levinson’s family.
    “We don’t know where he is, who he is,” Rouhani said. “He is an American who has disappeared. We have no news of him.”
    In 2011, the State Department said new evidence suggested that Levinson, who has diabetes and high blood pressure, was alive and being held somewhere in southwest Asia.
    This year, a source with knowledge of the investigation told CNN, “we have every reason to believe that he’s alive and that the Iranians control his fate.”
    Last month, Levinson became the longest held American hostage in history.
    At the time, Levinson’s family members told CNN’s New Day that they were worried because they haven’t had any word since they received five photos in 2011.
    The pictures show Levinson in an orange jumpsuit, holding messages.
    “We have not received any recent information about him,” said his wife, Christine Levinson, “although I do believe he is safe and will come home to us soon.”

    Former FBI agent missing in Iran photographed in Guantánamo jumpsuit (January 2013)

    The family of retired FBI agent Robert Levinson, who went missing in Iran in 2007, have released pictures of him dressed in an orange jumpsuit like a Guantánamo Bay prisoner, as they continue to hold hope that he is still alive.
    The five photographs were taken in April 2011, just months after the family also received a video that was emailed anonymously.
    Mr Levinson, a private investigator, disappeared in 2007 on the Iranian island of Kish. The Iranian government has repeatedly denied knowing anything about his disappearance.
    However, the consensus among US officials involved in the case is that despite years of denials, Iran’s intelligence service was almost certainly behind the 54-second video and five photographs.
    An expert on Russian organised crime, Mr Levinson, who would now be 64, retired from the FBI in 1998 and became a private investigator. He was investigating cigarette smuggling in early 2007, and his family has said that took him to the Iranian island of Kish, where he was last seen.Kish is a popular resort area and a hotbed of smuggling and organised crime. It is also a free-trade zone, meaning US citizens do not need visas to travel there.
    Mr Levinson’s wife, Christine, decided to release the images because she felt her husband’s disappearance was not getting the attention it deserves from the US government.
    “There isn’t any pressure on Iran to resolve this,” she said. “It’s been much too long.”
    She said that because her husband disappeared in Iran, she believes he is still being held there.
    “It needs to come front and centre again,” she told The Associated Press. “There needs to be a lot more public outcry.”
    She said she has met with Barack Obama and John Brennan, the president’s nominee to head the CIA. She said that both men had pledged to do everything they could to free her husband. Now, nearly six years after his disappearance, she thinks Iran is being let off the hook.
    “He’s a good man,” she said. “He just doesn’t deserve this.”
    FBI spokeswoman Jacqueline Maguire said: “As we near the sixth anniversary of his disappearance, the FBI remains committed to bringing Bob home safely to his family.”

    WikiLeaks: Vanished FBI officer Robert Levinson ‘held by Iranian Revolutionary Guards’ (February 2011)

    A former FBI officer who disappeared in mysterious circumstances in Iran four years ago has been held by the country’s Revolutionary Guard, the cables suggest.
    Robert Levinson vanished in 2007 while working as a private investigator on Kish Island, a popular tourist resort in the Persian Gulf. Since then the Tehran regime has rebuffed all efforts from his family to discover his fate, insisting it has no information.
    But testimony from a political prisoner who managed to flee the country casts doubt on the official Iranian line and indicates that Mr Levinson may have spent time in one of the Revolutionary Guard’s notorious secret jails.
    The informant, who was detained in August 2009 amid the civil unrest sparked by the country’s disputed presidential elections, claims that he saw the words “B. LEVINSON” written on the frame of his cell, beneath three lines of English which he assumed to be a “plea for help”.
    The American diplomat who interviewed the source two months later wrote to Washington: “He said that at the time he did not know who Levinson was and only after his release did he use the search engine Google to find that Levinson was a missing American citizen.”
    While unable to provide information on the American’s current whereabouts, the prisoner painted a bleak picture of conditions in the Tehran jail, which he described as having a “smell of blood”.
    During his four-day ordeal, the source claims that guards burned him with cigarettes and subjected him to sexual assaults.
    The US is generally sceptical of information supplied by untested sources, wary of those who concoct false intelligence in the hope of financial reward or assistance with asylum applications.
    But the diplomat who interviewed the source noted that he “asked us for no favours” and gave no indication of dishonest motives.
    Mr Levinson, who would now be 62, was reportedly investigating a cigarette-smuggling ring when he disappeared in March 2007. The US has always denied he was still working for the FBI.
